CASE STUDY — Laurens County, GA, Old Macon Road and Bethsaida Church Road Landfills

As the on-call solid waste engineer since 2006, ACC provides design environmental and permitting services. The environmental services include groundwater monitoring reporting for an active MSW and C&D (Old Macon Road Landfill) site and a closed site (Bethsaida Church Road Landfill.

To date the active sites have remained in compliance and have had relatively few issues. Laurens County Solid Waste Management Authority (LCSWMA) has a dynamic forward thinking Director and has, with engineering support of ACC, permitted the first biosolids composting facility on a MSW Landfill in Georgia. Composting feedstocks include food wastes, animal mortality, yard trimmings and biosolids from the City of Dublin wastewater treatment plant. By diverting these wastes and putting them to beneficial use, LCSWMA has greatly extended the life of their facility and is producing a final product that is sought after by the local farming community as a soil amendment for crops.

In 2011, ACC began the work necessary to complete a vertical and horizontal expansion of the Old Macon Road Landfill. Initially the expansion idea was a horizontal expansion for the C&D Landfill, but on the advice from ACC, the LCSWMA decided to take advantage of the updated landfill designs and closures and decided to request vertical expansion of the MSW and C&D landfills in addition to the horizontal expansion. During the permitting process, State rules for inert landfills were updated and the expansion project was broadened to cover the onsite inert landfill and bring it up to the new standards for inert landfills.

The final permit and newly approved D&O plans were approved in 2016.
